The economic changes, privatisation, bankruptcy proceedings, liquidation of companies following to the political transformation stressed the importance of the problem: how to deal with the pollution (damage) caused by past activities, affecting the geological medium and groundwater. The elimination of the biggest environmental pollutions, considered as particular individual tasks, started after the changes. Since 1995, owing to the establishment of the National Environmental Remediation Program the implementation of the remediation tasks has accelerated.
The technical inspection of remedial actions under state responsibility (implemented by the Ministry of Environment and Water and in the framework of sub-programs), as well as of the projects being implemented by the causer of pollution has been part of the program since the beginnings. The techniques of how to supervise technological processes and cost statements have been under continuous development.
Remediation and its inspection as well is a complex task. The building and construction works of structures and facilities in the course of remediation are subject to water and construction permits. The Government Decree 158/1997. (IX. 26.) regulates the technical inspection activities of these areas. In the case of environmental remediation processes buildings are generally of supplementary purpose, therefore - due to the nature of activities – there are fundamental differences between the technical inspection of building activities and that of site investigations, technical interventions and monitoring.
In addition to the improvement of technical and cost effectiveness technical inspection of remediation is an appropriate tool to ensure that unexpected, unplanned and unforeseeable problems occurring in the course of the site inspection of the contaminated geological medium and groundwater or in pursuance of executive measures aimed at the reduction of pollution are solved without harm to the interest of the investor and to the benefit of the environment.
To supervise the fulfilment of tasks the investor (employer, customer) may follow different courses of proceeding, f. e.:
- he/she employs an own colleague in charge of technical inspection,
- he/she employs an external expert or contractor,
- he/she uses a miscellaneous solution by the employment of an external expert to promote and back up the own inspection activity.
Experiences of the technical inspection of building, which has a great past, were adapted and the 10-15 years controlling experience of the remediation projects were summed up to elaborate this guide, so that the high-level technical inspection of tasks characteristic for remediation is promoted.
Currently the tasks and professional standards of the technical inspection of environmental remediation projects are not provided for by legislation.
The aim of this guide is to provide help for experts by determining the main tasks and by systemising the specific, critical phases of technical inspection until the promulgation of the relevant regulations. Further it describes the necessary controlling methods for the different phases of remediation, as well as the professional standards and the documentation of technical inspection.
